Jan.20, 2009 The London Daily Telegraph reports: "An al-qaeda cell killed by the Black Death may have been developing biological weapons when it was infected, it has been reported." The group of 40 terrorists were reported to have been killed by the plague at a training camp in Algeria earlier this month...there are now claims the cell was developing the disease as a weapon to use against western cities. Dr. Khrupenov, who was once a weapons adviser to the Soviet president Mikhail Gorbachev added: Instead of using bombs, people with infectious diseases could be walking through cities. It was reported last year that up to 100 potential terrorists had attempted to become post graduate students in Britain in an attempt to use laboratories...end...(this sounds familiar)...
It killed half to a third of Europe and untold others around the world. Even today we couldn't save that many. Plague can be treated, but has to be caught and treated early. If you wait too long you need to finish your will.
If it was released in a city it could still do terrible damage and most of all create a fear which is the real motivation. And if they were studying it, my guess would be they wanted a weaponized version and got careless.

Before antibiotics Bubonic plague was a terrible disease.
Without treatment it is known to kill 50% of the infected within 7 days after infection.
Every few years a case appears here stateside. With early detection and treatment, it rarely kills.
If there became a public awareness of the symptoms, and a concern that it was being spread here, I would think that most folks would be getting treated with the first symptoms.
Treatment is quick and easy using any of these: Streptomycin, Gentamicin, Tetracycline, Doxycycline, or Ciprofloxacin.

I can not imagine that a large outbreak would overcome the supply of these common inexpensive antibiotics.
Every hospital has them, every doctor's office, every vet, and many farmers; these are very common antibiotics. And the disease is slow enough that it gives you plenty of time to react.
