Racist policies like these are the last thing this country needs to get our country out of this recession. Not only that, but this is classic socialism - wealth redistribution. It's delusional politics. It's another way to spread the wealth through public programs by limiting who can do the jobs to whomever the gov't thinks deserves them. BTW, wouldn't you wish the bridge you were driving on was built by skilled professionals, and not low-skilled workers, with no experience, no matter their race?
