Don't confuse the national debt with Clinton's surplus. Clinton had a surplus, but the national debt still existed. That being said, Bush destroyed all the progress Clinton made in the economy while taking huge steps back in civil rights and international image. Economically speaking though, anyone who says Bush was better than Clinton is completely insane, stupid or ignorant.

Well it's not Bush's fault that the public raised a stink when he tried to sell US port security to his pals in the UAE about 3 years back. That would have saved America, well... maybe a few bucks. And it would have given Al Qaeda invaluable intelligence, so it was one of those win-win things that everybody loves.

But NO...

The "public" objected.

To be fair, Bush inherited $5.6T in national debt which he managed to double during his tenure. He did inherit a nation that had seen budget surplus for a few years and quickly turned it around... leading to more than five trillion deficit that got added under his watch.
