We have to understand that anything that the evil ones have done that might produce anything that appears to be good is just an accident as everything was done to profit themselves.
The "No Child Left Behind Act" was not created by Bush alone, but primarily by both Bush and Ted Kennedy. And the rest of Congress too, of course.
