Yes it does. But remember, smoking is now tantamount to shooting heroin in public or putting babies on spikes. Taxing alcohol to death just isn't kosher, dontcha know.

The FACT is that smokers are reponsible for a large amount of heath care cost in the country including that for children. They are mostly slobs who blow smoke in the faces of children. subject children to smoke all the time in the house and car and often start fires that burn and kill children. Sp the fewer of them that smoke, the less money SCHIP will have to pay out for sick children.

Smokers have a lot more to worry about that paying an additional 62 cents.

Let's face it the people who still smoke don't want to quit so very few of them will be quitting until the grim reaper makes them.

If it makes you feel better they will also be raising the liquor tax.

Smoke! Do it for the poor children, lol. Regardless of anyone's personal feelings about smoker's and their habit, this legislation should be a cause of concern for smokers and non-smokers alike. In 2 sections of this bill, tax increases of >2100% were enacted. Yes, >2100%. I know some people will say that this is great because it will deter people from purchasing the product, but if that's really the case, then an outright ban would be the more prudent action. Here is a chart showing the old tax rates and the new tax rates effective 4-1-09.

Paying for SCHIP with a cigarette tax was the GOP's idea (http://www.ombwatch.org/article/blogs/entry/3972/39 - broken link). When the Dems were negotiating the bill in 2007, that's one thing the GOP demanded (before Bush vetoed it).

If you have a problem with it, maybe you should talk to the head of the GOP. By which I mean Rush.

Regarless of our opinions on smoking and smoking taxes, it makes no sense to fund an expanding program with a declining revenue base.... this means one of two things

1. proportional tobacco tax increases are required to keep up with the needs of the SCHIP, which probably isn't going to happen

OR

2. More likely, we'll just continue running up the national debt!
