Although, technically it would be Congress that has the power to do so, but I would enforce the laws in such a manner that it would be de facto legal until they did so.
The President doesn't have the authority; it would have to go through Congress. And, even if federal laws against marijuana were repealed (and I strongly believe they should be), states would be free to continue their bans.
3-1 in favor of legalization. And, to be honest, I've found some conservatives to be remarkably (to me, anyway) open to the idea. Thats progress.
Vote is nearly 4 to 1 now.
Banning alcohol back in the 1920's simply made alcohol very expensive to get, created a whole class of organized criminals, made most of our citizens criminals for possessing the stuff and proved that you cannot control such things.
Weed should be legal and taxed to the hilt, like alcohol.
Then we can move on to legalize prostitution, since we'll never do away with it either.
