The District of Columbia was originally set up as a politics free zone designed to serve the needs of the people that worked for and/or with the Congress and the administration. I do not think the designers ever imagined that there would be more lobbiests than the original population of the District.
I have no idea how to keep the city outside of politics and still provide Federal and State Representation for the citizens of the Distict.
