Lincoln never nationalized the southern states but the Congress in a manner of speaking did, in the summer of 1865 when they declared that the rebellious states had forfeited their right to statehood, and reverted them to territorial status. However, due to continued southern repression of the freedman population and resistance to the 14th amendment, divided the South into 10 military districts ruled by martial law.
What that has to do with nationalizing banks leaves me want for answer since they are completely different issues.
Nationalization means the federal government has taken ownership of a private sector/industry/enterprise, so I don't see how a state could be nationalized. Apples and oranges.

Perhaps you need to review McCulloch v. Maryland, SCUS 17 U.S. 316 (1819) and then read the law regarding the power of the FDIC.
