Have no fear dirty harry reid is here. Just re-elect him in 2010 and he'll take some water from rich folks to pump into Vegas. Or he'll have superman blow on lake michigan to freeze a sheet or two and drop it on lake mead. Whatever the voters will believe he will provide.

Lake Mead is NOT going to run dry - and LV is NOT going become a town with $1000 homes. That's totally silly. Don't be so melodramatic.

Worse case scenario is that if water levels drop low enough, very strict water usage rules will be put in place. Such an situation even WOULD impact the economy and make the place less desirable - but the turbines are NOT going to run dry and the town is NOT going be abandoned. Tough water restrictions would be put in place LONG before that happened.

The Colorado River watershed is HUGE - and there is no shortage of snow that falls there. The issue is dealing with a large demand - and that can be worked. You simply start putting restrictions on EVERYONE who is drawing from it and spread the pain. No one will be happy about it, but it can be managed and the economic impacts will aid in the corrective process.

"Is lake mead going to dry up and create a mass exodus from the south west?"
Probably yes. However, that is of little significance, since the US is going to collapse even sooner (a russian scholar said so) and in 2012 the Mayan calendar ends. No less. Who cares about lake mead and housing in Las Vegas if:
US economy, the $, the EU, the western civilization and our solar system will end before? Oh, I almost forgot - global worming will cause the sea level raise and flood of CA coast after it will brake in two in a giant earthquake. (One part will go under the sea). Gee.. I also forgot the asteroids and the super volcano of Yellowstone.

Oh so the big bad govt will put more restrictions huh. Guess what. They already did years ago. It's even against the law to put grass on your lawn in any new home since 2005. They have water police who just drive around looking for old homes with lawn sprinklers that might accidently squirt some water on to the roads so they can fine you. The way you pay for water usage goes up by larger percentages as usage goes up. It is illegal to wash your car at home as well as watering your plants. Any new construction as well as remodel must have toilets that are 1.5 gallons per flush. They even made casions shut off fountians.

What else can they do to us but put timers on our shower heads so that we all take military showers?

I lived there for a long time. I watched the water level go from full to 118' low in just 10 years. Name one reason why that will not continue should they allow run away building. Of course we all know there has not even been one single new home permit pulled in many months so at least that will slow the death.

And at the current rate of home value decline, $1000 homes look quite possible.

Clark County is trying to get a pipeline built to take water from Northern Nevada. Northern Nevada is fighting it hard. I could see another state fighting NV trying to take their water but sheesh man that water belongs to all Nevadans shouldn't it? I dont get the jist of that fight but it is some one elses fight now. Im jumping with joy to be outta there.

You know, you kind'a answered your OWN question.
The answer is pretty simply.
You double the water rates.
If usage doesn't go down enough then you double it again.
You keep raising the rates until the usage drops to acceptable levels.
It's really not all that complicated.

How much new home building do you think is going on NOW?
Not a WHOLE LOT is my guess considering homes are sitting empty.

And that decline will stabilize at some point and then eventually reverse course.

You know you are not really thinking through your OWN ARGUMENTS. You claim that people will leave if the water runs out - but you know what? If the water gets even close to running out and people begin to leave, then there's enough water for people again. It's not like the water doesn't replenish itself every year. There is fresh snow in the Colorado Rockies every winter.

Seems to me that at some point it will self-regulate itself. If water rates are too high for folks to maintain their desired standard of living, some of them will LEAVE - and then BINGO! there enough water for the people that remain.

Not only that, but at some point (not sure when that will be) desalinization will be become economically feasible and the general problem in the SW will be solved.

Not saying there's no pain involved. Of course there is - but it's not a doomsday scenario either. The Colorado River is probably 2nd largest river on the west coast of either North or South America and has been flowing for millions of years. It isn't going to stop any time soon.

Unlike in the past, today we have water salinization as an option. Hoover Dam and other mega construction projects were done in the 30s with the technology that was available then. (It only took about 4 years to complete).
There is no reason we cannot do even bigger projects today, if we decide to.
