Yes, I suspect this is still the case. While Russia has certainly made a huge come back from its collapse, it is still a long way from its former glory.
Even still, don't kid yourself, even paint and rust is cause enough to send the US into a defense spending frenzy. I mean there has to be at least one boogyman at all times in the world, either real or imagined and I think the military response to terrorism is waning thin. So it is as much a matter of convenience that we once again roll out the reds.

Yes. Anything to make anyone a victim or scared is popular with political leaders. That's why we have to pretty-much tune out and think for ourselves. Both sides are guilty. The left plays to domestic and international victimization (foreclosures, global warming, the Bosnia mess, etc). The right plays mostly to outside threats (China, Russia, Iran, etc.)
Only a change in the culture of fear can stop this.

Well Obama didn't hesitate to lob a few missiles into Pakistan at a moments notice. With Gates around, I suspect it will still lift an eyebrow in Moscow.
