This act was incorporated by reference into H.R. 4577, an omnibus spending bill. It was passed by the 106th United States Congress and signed by President Bill Clinton on December 21, 2000; the legislation thus became law as a part of H.R. 4577 - Public Law 106–554, §1(a)(5).

157 Democrats and 133 Republicans voted for the appropriations bill. 51 Republicans and 9 Democrats opposed the appropriations bill vote results in the house. The Senate version passed by "Unanimous Consent." President Clinton signed it into Public Law (106-554) on December 21, 2000.

Air travel is expected to decline in the future due to increasing fuel costs. How much more money should we "invest" in airports? Federal spending on education increased by 50% during GWB's presidency. How much more money should we throw at a failed system?

And yet funny enough, most University history professors call themselves liberal-centrists. You sure you don't mean show you a liberal and you'll show us a someone who doesn't agree with your version of history?

I wasn't disagreeing with their version of history. I was disagreeing with the sweeping statement that all liberals are unaware of history. Not only is it insulting but it is also grossly incorrect.

You also answered my original question about creative arts major or reading comprehension, apparently.
