yes but out tax structure isnt based upon what an individual has to lose, it is based upon what they have to gain or have gained.

People who have stuff to lose, usually have a financial incentive to make sure they are protected at their own personal expense, not the taxpayers..

I read a study (looked for the reference, but I couldn't find it again so I unfortunately don't have a link) that suggests getting rid of the income tax completely and imposing a flat tax on all purchases. I forget the number which was suggested, but say we have a 15% tax on every dollar spent and no income tax. Thoughts?
