Stop it? Nearly impossible. However, what if you saw someone dumping stuff in an acquifer? Would you not report it?

It has since then though.

You aren't going to stop all terrorist attacks. However, many have been foiled thanks to many people including the citizens.

Looks like someone got mad. I was wondering why we haven't captured or killed Bin Laden since he is the one we believe was responsible for the 9/11 attacks, or were we simply interested in killing as many funny looking impoverished brown skinned people as possible so it looks like we're doing something? That should do wonders for our image in the world. So can someone tell me why we are fighting a war in Afghanistan if the people we are trying to find are not even there?
