Maybe, just maybe, it's because the pirates/terrorists have better arms than the American, or foreign companies definitly, can acquire legally?!?
We as Americans, despite what the liberal media would like you to believe, are unable to get RPG's(rocket propelled grenades) and full auto AK's and RPK's at the local candy store.

I think that that is a good suggestion. However this was a relief ship bringing food to starving people in Africa so it was not part of a business venture.

As an American who believes in the Right to Free Enterprise, Trade, & a Free Market Economy, I would take an entrpenuers approach to solving the problem;
Declare Open Season on the the Little $hitstain Pirates, sell Hunting Licenses, to those interested in thinning out the Somali Pirate population,(remember only 200 per day is daily limit) Because it's the right thing to do to protect the environment!
Get the Travel & Cruise Ship industry on board with it, you know like group hunting expeditions, Sell 10 or 14 day vacation pacages, or group discounts, bring your weapon of choice sort of thing, like goin' fishin' with a Shotgun, SKS, AK, M-1 30-06, .762, .223 whatever.
This way the Government expends little if any resources, & those interested in sharpening their marksmanship skills can enjoy this kind of venture & feel good about saving the environment & not upsetting PETA since Somali Pirates aren't on the endangered species list.
Well, it's almost like going on a fishing charter...

That is basically what a letter of Marque does, except it might come with a bounty. It also grants authority to fight specific terrorists and/or pirates without declaring a war on an entire nation.
