That is a proposal being made by the city's Republican mayor but it hasn't passed yet. It isn't likely to pass either since it would mean the city's charter would have to be amended because right now it is specifically outlawed and has been since 1903.

I wonder how much californias fiscal problems can be attributed directly to enron scandal, since the hemmorhage wasn't just the actual losses, but the interest due on the losses compounding over time. I've not been able to find that math.

And the existing fees? $30 to take a load of trash to the dump? I stated that the dump in SD is funded by user fees at the landfill. Business owners pay huge fees. Who do they pass the cost to? You!
In NM I can go to the landfill for $3.50. You pay $30 for a pickup truck load. What you think is free is not. That is why you fail.

What do you drive? What were your DMV renewal fees before April 1, 2009? What are they now? Like it? If you utilize public transportation, I understand you being unaware of the increases, so please excuse me if this is the case.

If you want to open a retail business off the Hwy. 371 in Riverside County, for example, you will pay $10,000 in fees to the county...before you apply for permits to build, fix or demolish.

That burden reflects what residents pay in state and local income taxes, property taxes, sales taxes, luxury taxes and fuel taxes, among others."

If I read correctly, those are income taxes. You can correct me if I am wrong, but there are a lot of other taxes that are not part of income taxes. I can list a couple I can recall at the moment, and perhaps some Californians can add to these:
1. Property tax
2. Gasoline tax
3. Natural gas and propane taxes for using at your home
4. Taxes for sports items
5. School taxes
6. Licensing (for any license you can think about)
7. Vehicle registration
8. Telephone taxes (you can see them on your phone bill)
9. Taxes on your cable, Internet, etc. bills
10. Water, sewage, etc. (found on your utilities bills)
11. More taxes on your electric bill
12. Liquor taxes
13. Local taxes on any sales transaction such as selling a house, a vehicle...
14. Local sales taxes
15. Death taxes

It appears that California's Governor Schwarzenegger is ready and willing to
use federal assistance to try to lower the tax burden. They will also be among the first to use economic stimulus money for education: $625 million. Read this and other articles at the site; California is already receiving money from the economic stimulus package. I suppose this makes
poor Arnold a RINO; it seems like only yesterday that there was talk in the GOP about changing the requirement of being born an American citizen so
that he could run for POTUS.

I posted this because I remember several threads a couple of months ago (when the Republicans were blocking the passage of the state's budget) claiming that taxes were just so high in California it was destroying business. It turns out, as usual, the right wingers were lying as California's tax rate is almost exactly at the national average.
The link you posted showed personal tax rates, not business tax rates. California's tax rates for businesses are much higher than those of other nearby states, such as Nevada. Not too long ago, Nevada was actively courting businesses from California because of lower cost of living for employees (and hence, lower wages), and because of tax incentives and tax savings that were being passed on to those businesses.
