This is an outrage.

WASHINGTON — The IRS allowed foreign workers — many of them in the U.S. illegally — to improperly claim nearly $7 billion in child tax credits from 2004 to 2007, a government investigator said Thursday.

Most of the credits went to workers who didn't make enough money to pay any federal income taxes, J. Russell George, the Treasury Inspector General for Tax Administration, said in a report. In those cases, the workers received payments from the Internal Revenue Service after filing income tax returns.

The IRS allowed the tax credits even though the workers did not provide Social Security numbers on their tax returns, the report said. Instead, the workers used government-issued tax identification numbers, which are available to immigrants for certain tax-filing purposes — regardless of their legal status — but are not valid for employment in the U.S

Well, when it's not your money you don't care.

If our government actually had to operate within a budget that had annual caps then maybe, just maybe they'd be a little more careful about taking in and giving out money, especially if, once it was gone, it is gone til next year.

Looks like they are not entitled based on them not using an SS on the form.
Sounds like a loophole. They are going to try to close it by requiring an SS in order to claim it.
That child credit is there to reduce your taxes but if you pay none to begin with then it's free money.

snippet from that article:
"The issue highlights a weakness in current law, the report said. Federal law does not require a Social Security number to receive the $1,000 child tax credit. But a Social Security number is required to work and earn wages.
"As it now stands, the payment of federal funds through this tax benefit appears to provide an additional incentive for aliens to enter, reside and work in the U.S. without authorization, which contradicts federal law and policy to remove such incentives," the report said."

While I understand there is a difference, its still crazy that people receive checks from the government to begin with. The fact that they are illegals make the issue all the more outragous..

I'm all for illegals, if the government is going to allow them to stay here, (and the government seems to be allowing it, contrary to US law), paying taxes and thereby needing a number, the issue I see is why would an illegal voluntarily pay taxes unless the final outcome of doing so is a check? There is nothing that requires non citizens to pay taxes so why in the world would be be paying them to do so

Exactly. Why aren't ALL ppl forced to pay taxes? Why should anybody pay NO federal income taxes and then get a check back from the Gov't just b/c they have kids?
