Difference here is people in NO were told 5 days in advance to leave they they stayed. There own fault.
The local and state leader in every single disaster like this had there act together except for the mayor and governor of La. They totally screwed up.
By the way, more whites either died or lost home then blacks caused by Katrina. So this is a no brainer.
People in ND are working together as one unit, the people in NO did nothing to help each other or obey the law to leave the town.
The ones who stayed should have been jailed for breaking the law.
All you have to do is look at the huge difference how other disaster in Florida, Ms, Tx, Calf fires, Missouri floods etc were handled. People working together to help each other and the people in charge, the front line of leaders such as the mayor and governor worked together to save lifes etc, but not Katrina and NO.
Katrina happened because the mayor and governor failed to enact the correct and use the plan that was in place for them to use.
So no the ND thing is no issue other then the people working together and doing all the right things and all the opposite things the mayor and governor of NO did not do.
They had the same help available and failed to properly use it.
