Nope.

That would be the Wall Street subprime shenanigans with the cooperation, complicity and collaboration of the Bush Administration.

Second biggest is the 12 Billion "Bremer Bucks" that were shipped to Iraq in cash (360 tons of it) and never accounted for by anyone. My bet is that either Bush or Cheney has a real good lead on where it went, and I'll bet further that it is tucked away in a country without an extradition treaty with the U.S., such as Dubai.
