It's a shame that an agency assigned to protect our children, would end up possibly harming them afterall.

The state laws have jurisidiction over federal laws, and state laws have been changed in the last 10 years to favor reuiniting the families. Foster parents are just that, foster parents, if you want to adopt children you classify yourself as an adoptive parent.
Heartbreaking, absolutely, but the alternative is to move a child every year from one foster home to another until the natural parents get their act together or their rights are terminated. Often these court hearings go six months apart, terminating rights take years.
I just dont see the "robbing foster child", the foster parent is a guarandian, not the parent..
