Learn more about the tax code. Everyone pays taxes, and everyone who earns taxable income pays income taxes. I'm sure you take all the deductions and credits you are entitled to take on your income taxes. When poor people do the same, their net tax number happens to become negative. That is in generic terms because we moved welfare from HHS to the IRS. It says nothing at all about poor people or about the civil rights that they are entitled to...
