Perhaps he's become bored with fiddling with the atomic clocks...or maybe he's become alarmed at the prospect or realization that someone else holds the keys to the closet with the skeletons. I suspect his appearance is both reactive and pre-emptive. His appearances smell of campaigns to enlist support. Odd that the power families are silent on his behalf in the crusade, perhaps telling as well.
