1. Bring all troops home from iraq, and put them to work again.
2. Shutdown all the miltary bases in places like japan, germany, france, italy etc. We have 700 bases no reason for them all.
3. Cut the department of education (federal) all your local taxes and state taxes by for the education people (little fact)
4. Remove all subsidies on oil, farm and other wasteful programs
5. Remove the federal gas tax
6. Create a national lottery based on social security number, you agree to play (tax) 1 dollar a week, government keeps 50cent of the dollar if you win the lottery no tax on it ever. Good incentive to play and makes more money for everyone.
7. Remove all restrictions on drugs, and make them legal. War on drugs is just a waste of money. If people want drugs they always get them. Continue drug and abuse education.
8. Let churches run hosiptials that are failing funding comes from church and charity (this was done before federal funding and state funding) Free healthcare
9. Social Programs are cut and federally funding via churches and charities, remove all restrictions on assist via charity and churches.
10. Once that is all done remove the federal income all together.
11. No bailouts, let the market adjust prices adjust and numbers stablize via free market choices and needs of the customers.
12. End the Federal Reserve System and or create alt currency, silver and gold based. (see which last longer and is viable)
13. Anything not unauthorized in the constitution is not passed via congress.
14. Open trade with all nations, alliances with none.
15. All foreign assistance to other countries is erased any debt they owe us is called in to be paid over the next 10 years.
You wont have to worry about debt because the government wont have or need the money to begin with and it belongs in the pockets of those actually working for a living and supporting themselves. Social programs are solved with viable solutions emotionally and charity bound not debt, force and corruption.

If you want sound bite, here's sound bite:

1. Ban usury (mathematically impossible to pay)
2. Abolish national debt (unpayable)
3. Abolish national socialism (SocSec is UnAmerican)

After the dust settles, then you won't see alphabet agencies "administering" socialism. Without 300 million "human resources" participating in FICA, the bankers fold up their tent and leave DC.

A good place to start would be Obama's current budget. Start hacking that spending spree. You can get billions from cutting new government jobs, green spending, etc.
California is looking at some good ways to cut entitlements, they have no other choice.

Except for the proposal on the 16th amendment, I'm pretty much with you. To call a Constitutional Convention for the purpose of changing our root document is NOT a good idea at all at this time. I can't think of three living people I would entrust with the authority of fiddling around with the country's owner's manual.

Your last proposal, BTW, would probably pay off most of what we owe in twenty minutes or so if applied on this board.

Smaller government would be nice, but the people currently emplyoyed have bad habits like eating regularly and wearing clothes. If you lay them off and eliminate their positions, the private sector will have to absorb them or someone will have to help with their upkeep.

What do you do with the displaced workers? They will need jobs to live. Before you can reduce the numbers substantially, you need to have an economy that can absorb them, otherwise they end up needing assistance and you will still pay them in one form or another for producing nothing.

The plan needs to be to cut the government AND the welfare rolls all at once, and that doesn't mean shutting down the unemployment system or welfare entirely.
