Wouldnt it be better if kids learned to help their communities, and carried that with them into later life, instead of serving themselves in a never ending quest for entertainment: watching TV, shopping, playing video games and looking for drugs?
By offering this I think the government IS serving its people.
If you will look closely:
(5) The effect on the Nation, on those who serve, and on the families of those who serve, if all individuals in the United States were expected to perform national service or were required to perform a certain amount of national service.
This does not specify "kids" - it says ALL Americans. Moderator cut: let's not get too personal here please

I used kids, who are malleable and will have a greater long-term effect on the rest of the world, as the example.

Exactly, I graduated HS far before this form of forced collectivism was added. Back then, we volunteered our service and it meant so much more that we did than being forced to do such by government. Apparently, choice is something the government feels we should not be able to make. One step closer... and people blindly support it. They will deserve the cage they build for themselves. Unfortunately, it will also end up meaning slavery for individual minds and it will be up to them to break the bonds of forced servitude to which those who willingly placed the bonds on themselves will cowardly let them make that sacrifice. Pathetic.
I believe we should go back to the draft. two years mandatory service. It works other places. It would lower the cost of providing a military. Should be no exception for those going to college. At the very least, no military no federal aid including student loans.
Once, a very long time ago, I asked a crank dealer if he had ever thought of HELPING others.
While meticulously portioning the huge pile of methamphetamine sulfate on his kitchen table, he said, "You don't have the wherewithal to help anyone, including yourself". He then proffered a "free" syringe full of product. (Stimulus package) He blew on my forearm while injecting.
I really don't like altruism that much.
I think the schools should be re-vamped to teach critical thinking as a method of obtaining knowledge, and planning and living one's life.
