Are the drug czars implementing policy as directed by the executive branch which in turn was empowered by Congress to do so?

That is, Congress passes legislation, President puts together policy to see that the legislation is implemented, and appoints certain people who've been nicknamed "czars" the responsibility to follow up that the legislation is implemented.

Absolutely. He is trying to run an end-around the authority of congress. A pure power grab.

Where are all those complaints about shredding the constitution?

Example of one of the so called czars overstepping the authority of Congress? Just one example? Anyone?

But if they usurp Congressional powers, as provided for in the Constitution, then Congress would raise the issue. Have they done so?

The Affirmative Action President is utterly clueless with regard to the US Constitution, as his recent actions clearly indicate. When the Boston Globe asked all the candidates 10 very specific constitutional questions in 2008, Obama got 9 out of the 10 questions wrong. Obviously a product of Outcome Based Education. The constitution talks of "executive departments". It does not say what they should be. A czar could be considered head of such a department.
