So Russia gets paid off to ban some nukes that most likely only exist on paper. And we were never the country anybody had to worry about having nukes, so it doesn't matter what we do with ours. We get a warm fuzzy feeling over something that means nothing.
Reagan bankrupted the Soviet Union and made their political sytem collapse, Obama is doing the same thing.... to America.
One thing about the Soviet Union, they had institutional paranoia down to an art form and their nukes were secure. Poorly maintained and not very reliable, perhaps, but they were watched by Armed Forces and KGB at all times - both of whom also watched each other very intently.
It would have been a major coup for someone to get hold of a Soviet warhead.
I am not nearly as confident in the new Russia's ability to safeguard their nuclear arsenal. Reducing their stockpile is the simple numerical way of reducing the risk of a warhead falling into the wrong hands.
Reducing the US stockpile is mostly a cost saving, but that's not to be sneezed at either.
