Yup. I grew up in a military family and my dad was constantly involved in exercises with foreign troops. It's been going on for DECADES. That's what you do when you have alliances - you train with them so that you will be able to cooperate in the event of a crises.

You don't think THEIR FORCES can use training as well as OUR FORCES?
It's meant to train both THEIR FORCES and OUR FORCES - so that they can work either independently or together (depending on the nature of the terrorist crises).

What alarms should it be raising?
First you say FEMA isn't military, so, does that mean that the National Guard and other branchesof our military shouldn't participate?

Second, as others have noted, there are foreign troops stationed at bases all around this country - there is a large German contingent regularly stationed at Holloman AFB. They are such a part of the community that there is an established German school in Alamogordo. If, God forbid, there was an attack, their families are just as much at risk at any of 'ours.'

Finally, how could it possibly make sense to not make use of every available resource in one of these sorts of emergencies?

FEMA coordinates with the National Guard (which has taken part in every such exercise). The National Guard is part of the military.
You have a problem with trying to coordinate FEMA and the military?????
You have a problem with trying to train with our ALLIES????

Better watch out your paranoia is showing (they have medication for that you know).

FEMA is not military,why would foreign military forces be involved in a FEMA excercise?

I really like to know in what capacity these foreign "troops" (evil Canadians and Aussies! OMG!) are participating in?

Maybe it's a few guys in observer status, learning and sharing with their American hosts... Believe it or not, allied nations train together and share tactics. Nothing new there.
Maybe it's medical units, search and rescue teams, engineers etc... Militaries provide humanitarian aid too!

No offense ViewFromThePeak, the average Squadie/Digger/Canuck find shooting American civilians as distasteful as an American soldier would. Even the Americans of the crazy wingnut variety.

Because FEMA shares direction of the National Guard with the military - and the military is constantly coordinating with our ALLIES

Not unless you believe that the U.S. is the sine qua non of all terrorist responders and as a result can learn nothing from others!

I suppose you were equally put off when the 1st Special Forces Operational Detachment (Delta Force) was schooled by the German GSG-9 or the British Special Air Service because we were clueless when it came to counter-terrorism.

Heaven knows that Australia's experiences in Indonesia, and Malaysia are totally irrelevant to American planners, as would the experiences counter-terrorist in the UK. And god only knows that we wouldn't want to have joint training with the two countries that actually share a border with the U.S.!

With a usuper in the white house that sucks up to and admires all our enemies this should be a wake up call for the Americans that are not his sheep and groupies.
