It's a great idea because the US military knows there could be massive defections among the ranks if there was a peasant revolt. Imagine hundreds, maybe thousands of US troops disobeying orders, murdering their own commanding officers for giving orders to shoot fellow Americans then defecting into towns with tanks, planes, bombs, etc. If a UN presence were available with no allegiance towards small town USA, it would greatly reduce casualties among the inner ranks. Of course, if it got bad enough, not even the president or other high ranking officials would be able to trust their own right hand men.
