In this case, the stimulus is receiving a failing grade from blind teachers.
Folks who won't bother to learn about it, are the ones deeming it a failure.
Part of the problem with large government packages like the stimulus is exactly that - we're months into it and only 10% has been spent.
True, but that is only a surprise to people that weren't paying attention.
For example, it was known that April was the earliest projects would start.
But shockingly (), people were already complaining about the effectiveness of the stimulus before that time.
