Since the earth is now cooling that should be hard to meet with little to no effort.
But of course the US will take full ownership for being responsible for the decrease if it happens and blame China/India if it doesn't.
Another win/win for Obama. He can't go wrong no matter what the temp is when they measure it.
I do too, actually. I am not a fan of winter at all. I look forward to the "El Nino" years. At least here where I am, that means a warmer than usual winter.

How many billions is Obama going to spend in an effort to do what can't be done? And when it has no apparent effect, will he say, "Well, we haven't spent ENOUGH, that's the problem, we need to double or triple it even more!"
