They said Congress had been briefed on that finding in the fall of 2001, and there was no requirement to brief lawmakers on a program that had not been implemented.

Congress was duly informed even though the progam, not being operational, didn't require Congress be informed.
Congressional democrats leaked the existence of the program thus risking national security for political gain further underscoring they are in league with Al Queda, the Taliban and any and all who would do the US harm.

Pelosi said she was unconcerned with waterboarding because, she claims, the CIA told her that waterboarding was not implemented, is she now concerned with programs that never made it past the "what if" phase?
So which way is it, does congress not care about programs until they become active, or do they care about being informed at all stages of discussion, even if a program is not going to be implemented?

I hope, but every time things get a little tough for this current administration they bring out the Cheney boogeyman and kick it around for a week or two to distract the electorate...and it works.
And do the Democrats seriously want to be percieved as being soft on bin Laden? Everyone wanted him taken out, even the Democrats.

Bush administration totally vindicated...again.
...and the program to kill Al Queda / Taliban leaders is adopted by the 0bama administration. along with NSA program, rendition, a request to build a new prison like GITMO, indefinite terrorist detention, "air-raiding villages and kiling civilians" with drones, "targeted killings" in Pakistan and Afghanistan with predator drones...
