WASHINGTON -- A secret Central Intelligence Agency initiative terminated by Director Leon Panetta was an attempt to carry out a 2001 presidential authorization to capture or kill al Qaeda operatives, according to former intelligence officials familiar with the matter.
The precise nature of the highly classified effort isn't clear, and the CIA won't comment on its substance.
According to current and former government officials, the agency spent money on planning and possibly some training. It was acting on a 2001 presidential legal pronouncement, known as a finding, which authorized the CIA to pursue such efforts. The initiative hadn't become fully operational at the time Mr. Panetta ended it.

Ms. Feinstein said Mr. Panetta told the lawmakers that Mr. Cheney had ordered that the information be withheld from Congress. Mr. Cheney on Sunday couldn't be reached for comment through former White House aides.

Extremely well-said! Every time the USA overthrows a government, assassinates a head of state or works with militias in other countries to stifle dissent, we gain more enemies and cause our allies to rethink supporting us.
Indeed, everyone involved in this should go to prison, from the bottom up.

War is hell and in war, people get killed. Just a fact of life. In war you go after specific targets and take them out. You take out key figures in the enemy's personel and you greatly weaken the enemy as a whole. Good thing people like you weren't around during WW2. Saw a documentary of some British and American veterans describing what they had to do to win the war. You'd call them murderers. I call them brave heroes.
