The trains can be operated at low speed now. They won't be sitting idle waiting for track upgrades.

Not quite possible! Thirty minutes to go 90 miles equates to a portal to portal speed of 180 miles per hour, or near the maximum speed of the new proposed trains. Trains take a large amount of time to start, stop and slow down or speed up, etc. This means that the trip would be about an hour (all my detailed calculations demonstrate that) with the new equipment. Current reliable Amtrack service to Milwaukee from Union Station takes 1.5 hours at an average speed of 60 miles per hour.

Please tell me where the cost benefit calculation does not go off the tracks to spend the kind of money we are talking about to get from the loop (where it will take over an hour and lots of money to find parking) to Milwaukee to save half an hour.
