What, in your opinion, should the penalty be for this type of "offense" (assuming it is made an offense as you wish)?
This isn't a legal "offense" so no formal legal punishment is applicable.
What's she's doing isn't pretty but within her rights.
I think it would be justice... karma... call it what you will if she needed a Hispanic to come onto her property if she needed assistance whether it be police, EMT or whatever. Wonder if that Hispanic would honor her request to "Keep Out"?
I'm willing to bet that if a Hispanic police officer or EMT was called to help her, they would. Who looks better in most people's eyes if that were to happen?

I know it's not an offense. I said "assuming it is made an offense if you wish." That's also why I put "offense" in quotes. (The First Amendment would prevent criminalization of this sort of action, but I want to hear what that poster hypothetically thinks would be appropriate.)
As much as I deplore it, I absolutely defend this woman's and others' right to express her/their hate as much as she/they wish - as long as it doesn't cross the line into committing crimes against people or their property.
Do we see CNN interviewing all of the hispanics who blatantly wave their mexican flags during the mexican holidays they celebrate here in the US?
No. Double standards if you ask me. It's crap like this that gives CNN a bad name...
I could care less what flag is waved in celebration of whatever holiday. By your standard you would also like for all Irish Americans to stop waving their Irish flags to celebrate St. Patricks day! And doing so is comparable to a sign: "Hispanics Keep out". Oh but no, you only have a problem with Mexican flags, so please ban all Cinco de Mayo celebrations effective immediately Oh I would love to see you in NYC in the summer!! There's a parade just about every weekend. Parades to celebrate just about every heritage there is, but you'll probably have a heart attack because they wave foreign FLAGS!! THE HORROR!!
Going back to the OP, this sign is insulting. It's targeting a certain ethnic group, she's a racist bigot who thinks that all Hispanics are illegal. I would love to see her ever needing help from a Hispanic fireman, police officer or EMT, then what?
If she has a problem with Illegals she could just as easily put up a sign: "Illegals Keep Out".
