A Senate panel has decided to scrap the part of its healthcare bill that in recent days has given rise to fears of government "death panels," with one lawmaker suggesting the proposal was just too confusing.

This is just a committee's recommendation, we'll have to see how far it goes.

To me, “purely voluntary” means “not unless the patient requests one.” Section 1233, however, lets doctors initiate the chat and gives them an incentive — money — to do so. Indeed, that’s an incentive to insist.
Emanuel is a key advisor of Obama's health care reform as health-policy adviser at the White House's Office of Management and Budget and a member of Federal Council on Comparative Effectiveness Research.
Emanuel has also stated that doctors take the Hippocratic Oath too seriously, and stated that "Savings [in the medical industry] will require changing how doctors think about their patients" in a 2008 article written for the Journal of the American Medical Association. In a separate 1996 article for the Hastings Center Report, Emanuel spoke about rationing care away from those "who are irreversibly prevented from being or becoming participating citizens" to the non-disabled, adding "An obvious example is not guaranteeing health services to patients with dementia."
How odd that with a filibuster proof 60 vote majority the Senate will not even attampt to defend the provision.
It was an easy "throw away" that will eliminate over half the opposition. It's much cheaper to do this thay try to explain something to people who don't want to hear. It doesn't alter the plan and it can always be added back at a later time.

I guess so. But end of life counceling is actually a very very important part of hospice care. Obviously end of life is a very emotional subject and the whole purpose of this counceling is to determine how and where the elderly wishes to pass. there is nothing sinister about this in the slightest. its just a fact of life. humans pass away and our health care specialists will do the best to make the experience as comfortable and painless as possibile to the exact specifications of the patient. its better than not telling anybody how you want to go and they do something you dont want.
