Actually the Black Panthers didn't fit the definition of terrorist or terrorist organization. Radical, militant, violent extremist, sure, but terrorist, nope. The Black Panther Party didn't engage in acts of violence against "civilians" they didn't bomb buildings, or rob banks, they were involved in violent confrontations with the police but that ain't terrorism.
