You are right. China is very efficient in everything they do. You can be that way when you are not a liberal democracy. That is why we have a hard time competing with such countries. When China decides to do something, it gets done. Not in a year or two but within a month. If they decide today they want to build a 10 lane freeway from point A to point B, they get a map, draw a line from point A to point B and send out a government official that tells everybody that lives in the way "here is a check for what we think you should get and you have 30 days to move out" . And on day 31, bulldozers are clearing the land. There are no "appeals", court fights, impact studies or "wetlands" they worry about. Contrast that with the USA where it takes 2 years just to get a cell phone tower permitted.
They are also very efficient at their justice system although they don't care much if you are guilty or not. If they think you are guilty, you are taken out and shot in the back of the head. Quick, clean and brutal as hell.
Do the Chinese authorities still bill the family of the executed for the bullet?
No not any more. That ended about 10 years ago. It used to be if found guilty you were then taken to your execution post haste. 1 bullet to the back of the head. Next case...
There is something to be said for a speedy justice system.
China did the same for the baby formula tainting and the pet food tainting.
I'll bet they don't have overcrowded prisons. Yet the Chinese still try to scam to get the most money they can out of any deal. So immediate death is not too much a deterrent for the almighty dollar.

The U.S. has a number of problems for a number of reasons, but China's ascendance has nothing to do with justice. Time has a few good articles on the treatment of Chinese migrant workers. Read them and let us know if you still hold such a high opinion of "justice" in China.
The problem is the CEOs here did nothing illegal. if anything they were encouraged by our so called leaders. The ones who did do something illegal are locked up - Bernie, Stanford.
I see no difference between Bernie Madoff and insurance executives....take your money and give you nothing in return.
And, yes, I know the difference between legal and illegal....the laws (health care insurance ) need to be changed...
