This is how the gubmint distributes stimulus money. Don't worry, it will be the same way with healthcare.

Thanks for posting that. There are other similar grants that have been slipped through while the public is occupied with other issues. It's no accident this happens (except the accidental distribution of surplus $$ to prisoners, but that is anothe subject).
