Actually, it does not say that, and if it did, it would be totally wrong. To use a very recent example, Bush (sadly, a President in modern history) left office with a 22% approval rating.

And to answer the question, yes, he can recover.

You are correct, He is only second only to Bill Clinton.

Perhaps, but O's decline has been the second greatest rate of decline in approval.

2012 is a long way off. Congress, on the other hand - they're going down! Maybe that's why Obama made Obamacare, their headache.
