I know these czars don't have to have any sort of Congressional approval, but don't they at the very least, undergo a background investigation? I mean, it's very hard to gain access to the WH without one. Good grief, when I joined the Navy out of high school, I was interrogated to the nth degree because my family immigrated from Ukraine, which used to be part of the former USSR. My family were peasant farmers fleeing an oppressive government and they were held in high scruitiny before I could join the armed forces, and I am an American-born citizen. Certainly the same sort of investigations of previous associations etc are made of these czars?
