That's about as political, and meaningless, as it gets. The day after the incident Nancy Pelosi was asked whether the House would seek sanctions against Wilson for his outburst. She said no. After Wilson apologized to the president it was over and done with. Then money started flowing in to Wilson's Dem challenger and Pelosi realized she had a potent fund raising issue. So she reversed course. This isn't about decorum. It's purely political. But politics cuts both ways. We'll have to wait and see.

You're right. And actually there's a difference between censure and rebuke.
They didn't want to censure, but were pressured into doing something, so they decided rebuke would get them off the hook, so to speak. That says volumes about them. (But, we already knew that)

Nonetheless, they earn money here, and if they are buying insurance here, they are spending that money here, rather than sending it out of the country. So despite your animosity to their presence, isn't it a good thing when the money stays in the United States? Isn't it a good thing that they buy insurance to pay for their healthcare, rather than go to the emergency room, get treated, and unable to pay the full costs, let the hospital absorb those expenses which get passed on to the rest of us?
