That's about as political, and meaningless, as it gets. The day after the incident Nancy Pelosi was asked whether the House would seek sanctions against Wilson for his outburst. She said no. After Wilson apologized to the president it was over and done with. Then money started flowing in to Wilson's Dem challenger and Pelosi realized she had a potent fund raising issue. So she reversed course. This isn't about decorum. It's purely political. But politics cuts both ways. We'll have to wait and see.

You're right. And actually there's a difference between censure and rebuke.
They didn't want to censure, but were pressured into doing something, so they decided rebuke would get them off the hook, so to speak. That says volumes about them. (But, we already knew that)

H.R. 3200 does not contain any restrictions on noncitzens participating in
the Exchange—whether the noncitizens are legally or illegally present, or in the United States temporarily or permanently. Nonetheless, only aliens who could be classified as resident aliens would be required under the bill to have health insurance.
Why does enforcement have to be taken up simultaneously with this bill, possibly opening a whole secondary line of division? Why not separately address identification verification? Social security, medicare and medicaid all separately address the issue.
Why do you think that is?
(Hint: What is the beginning date of the Systematic Alien Verification for Entitlements program?)
Why are you using the same old, tired, false argument?
I object to it. Because if they are here illegally, they should be deported. That's why the word "illegal" is used. It means against the law.
Nonetheless, they earn money here, and if they are buying insurance here, they are spending that money here, rather than sending it out of the country. So despite your animosity to their presence, isn't it a good thing when the money stays in the United States? Isn't it a good thing that they buy insurance to pay for their healthcare, rather than go to the emergency room, get treated, and unable to pay the full costs, let the hospital absorb those expenses which get passed on to the rest of us?
I thought I heard that Wilson's FOOT has been bandaged and he's now walking with CRUTCHES after his idiotic outburst in Congress's chambers.
And he's claiming that he was an immigration attorney ..hmmmm ...
Well, maybe in South Carolina real estate and immigration are the same????
YOU LIE!!!
