The reason there is so much confusion regarding this is people are bickering back and forth about what is and what isn't stated in the proposal but that isn't what the Republicans are concerned with. The current proposal as stated by the bipartisan Congressional Research Service stated

"H.R. 3200 does not contain any restrictions on noncitizens-whether legally or illegally present, or in the United States temporarily or permnently-participating in the Exchange"

Representative Dean Heller introduced an ammendment in the House Ways and Means Commitee in July that would have required people who apply for these service to be screened through a program called the Systematic Alien Verification For Entitlements programa aka S.A.V.E.. This system is used for verification for other social service programs to prevent illegals from receiving those benefits such as Food Stamps or cash assistance welfare. Republicans tried to mandate that S.A.V.E. be used to screen people applyng for heath care benefits as well. It was voted down on party lines by a vote of 26-15. This is why Republicans are concerned because Democrats didn't approve of this bill.

So while it is true that the bill clearly states that these services would not be elligible to illegals, if there is no deterrant to enabling them to illegally apply and then receive those benefits, that statement means little. It's similar to saying it's illegal to steal but then leaving the vault door open to a bank with no security or police to deter people from walking inside the vault and leaving with money. This is why this bill needs additional work to create mechanisms to prevent people from cheating the system.
