well, I am leaning toward stupidity since it is our Government.

But it could also be a cover up.

Tough question. Both sound plausible.

Why would a training exercise be planned where a presidential motorcade was going to be? There seriously is no answer for that (there is an answer I guess but that would lead towards cover up about what really happened). Stupidity doesn't answer it.
