I don't get it. As an example, there is a poster who has a status that says birthers are crazy. These people cannot even vote in our elections but feel free to try to influence U.S. politics.

Well, birthers ARE crazy. But apart from that, people feel free to criticize the U.S. for a variety of reasons. Here are a couple:

1) For some odd reason, people all over the world feel like the U.S. belongs to them, too. (Which is why they become indignant when they can't just move here--but that's another topic.)

2) U.S. political ideology has a major impact on the rest of the world, so what happens here impacts the lives of people other than Americans.

I doubt there are many Americans posting on foreign internet forums.

It's called the World Wide Web. You can't stop them it's called free speech. Even if you don't like what they have to say. Agree to disagree.

That is entirely different than foreign posters who espouse views that would make others think they were eligible U.S. voters.
