Yep, the homeless shelter is the "camp", free "health" care will be offered there. And everyone will be needy enough to qualify for meals delivered right to their cells.
Their generous volunteer police force will be obliged to fill the camp.

It could be a win-win but when any company like this is secretive about things it rarely is a good thing. Something smells.
So who are they going to house in this prison? Illegal aliens? Terrorists? Is it a FEMA relocation camp? The company sounds very shady and shadowy.
Maybe years of being institutionalized might have some thinking this sounds nice, but I'd be skeptical and worried.
