My understanding is the decision was made back in February at about two weeks into his presidency.
Invitations for nominations went out in September 2008. The nomination deadline was February 2009. The final vote didn't occur until this week.
This year they received the highest number of nominations ever. I'd imagine the thought may have have occured to the nominator(s) on election night. I have never seen an election where folks around the world were gathered together with tears of joy streaming down their cheeks.

He was nominated for the Prize for the fact that he was elected. The HOPE that he represented to so many people, particularly younger, in the U.S. So many people who would not have even voted were it not for what he represented. He was nominated for the Prize for a similar HOPE he represented to so many throughout the world. The prize was awarded for the anticipation of what might come to be. How much he will actually be able to accomplish, we will see.

If the GOP had any alternative policies or shame due to the actions of the RW they would have trotted them out by now. Instead it's all about entitlement...how dare that bi-racial man be more intelligent than I am. How dare that bi-racial man be more successful than I am. How dare that bi-racial man actually get elected president. Now we have fruitcakes parading as ministers telling us that God hates the president...as if every preacher is infallible, and that a loving God would approve of such an evil sentiment.
