There's no way to accurately quantify whether or not a job was "saved" by the spendulous plan. They can pull literally ANY number out of their butt and say that they "saved" that many jobs. It's utter nonsense and anybody that actually believes the administration about this needs a head check.

Not sure if it's related, but I've seen a lot of much needed road construction here in the West LA area the past few months.

The problem goes much deeper than what the article was discussing. Having seen it "up close and personal" myself, the stimulus money was used for stuff far beyond saving jobs.
