I would say he knows the difference but made errors speaking like Obama. You would think the president knows there isnt 57 states didnt stop him from saying it did it
I actually agree with you... people misspeak. We all have. It was the irony of this one that I thought was somewhat unique.
It has nothing to do with the Boehner's SNAFU....but it's humorous nonetheless. Anyway, the whole tea party movement is based on the Constitution. You would think one of the speakers at their protest would know what the difference between the Constitution and the Declaration of Independence.

I noticed the emphasis on Under God and the other part but just didn't think about it at the time. Could that be because of where I stand on the ground around this kind of thing compared to where those at MSNBC stand.
I have always said to students that the ground one stands on is what influences how he sees history. I guess it works on things like that, also. This kind of thinking is called "frame of reference" and it does determine how we all think.
