According to the Gouveneur Times of Gouveneur he is nothing more than a liar about health care. He promised the people up to 84 hours before the polls opened that he was against the public option. Any different thoughts from him were lost in the nationally propagated news about Scozzafava and her withdrawal. See here what the voters of NY - 23 are probably all thinking today.

UPDATED: A spokesman for Congressman Owens indicated correctly that Mr. Owens had recanted his solid position against public option later in the campaign, clarifying that he did not wish public option to be a 'litmus test' for the Health Reform bill and that on Oct. 30th, several days prior to the election, in a debate had stated that he generally supported the public option as it was now written (at that time.)

A week before the election Bill Owens stood no chance of being elected, it was only the total incompitence of his opposition and the interference of outsiders that propelled him into the Congress. That and the fact that the military is no longer Conservative, half of the District is Fort Drum

I have another, later article from the same source that says just the opposite of what you want. Also, I believe that I wrote that he made that statement 84 hours before the polls opened and that the news people were totally bound up with the withdrawal of Scozzafava. Maybe you need to read the posts as well as the links. Try reading the next one from the same source that I will post. You are going to like it even less.
