Yup, the EB-5 visa, introduced back in the 90s. It doesn't provide citizenship, just green-card status. Wouldn't be the first time the press didn't grok the difference, though.

Guys,don't be frustrated,it is a program for super rich,those who posesss 1 million in cash,not borrowed...
Very few persons in the world have 1 mil in cash...
And those who have it,deserve USA citizenship,don't u think so...?
Isn't that the kind of immigrants u like...?
