Note that this study includes those have varying degrees of competency per the report (which is in Spanish, FYI). They didn't really specify what level non-native speakers needed to have.

Chicago has more Polish people than Warsaw, Poland; I think you could find a lot of similar tidbits just by pouring over the country's immigration history.
